It is the job of the Building Department to help identify unsafe conditions and to assist the property owners in correcting any violations.

New Rules for Rental Permits
Recently, the Village of Newburgh Heights updated Codified Ordinance, Chapter 1353, Registration and Inspection of Rental Units. As per Village Ordinance, all rental property owners in the Village of Newburgh Heights, are required to obtain a Rental Permit in order to maintain a rental property.

The most significant change to current property owners is that as of April 17, 2018, Rental Permits are required to be renewed every other year instead of annually. The renewal date for a Rental Permit obtained in 2018 for 2018/2019 will be 2020 by March 31st.

Remember,
  • A registration fee is required whether or not the property is occupied/rented or unoccupied/not-rented or rented without financial compensation from the tenant/occupant.
  • A copy of your insurance policy, issued by a reputable insurance company, insuring the structure up to its full replacement value is required. A Rental Permit will not be issues without proof of insurance.
  • Rental Inspections are required and conducted every two years OR upon change of tenant(s). A property owner may refuse consent to a rental inspection. The Village of Newburgh Heights may seek an administrative search warrant to inspect the subject property upon refusal of a rental inspection.
  • Call the Building Department Monday-Friday, 9am-5:30pm to schedule your Rental Inspection within 30 days of submitting an application for a Rental Permit.

Following are the required fees to obtain a Rental License in the Village of Newburgh Heights and required Rental Inspection:

Rental Registration and Inspection of Rental Units
 $150.00 per unit. The fee includes the rental inspection
Owner occupied rental properties do not pay a fee for the unit of residence.
*All fees are non-refundable

Please complete the application (one for each property) and return/mail it to Building Department with check made payable to the Village of Newburgh Heights. Do not send cash. Currently, we are unable to accept credit cards payments. You may contact The Building Department to verify current or outstanding fees. Properties delinquent property taxes after March 31, 2018 are ineligible for a Rental Permit in the Village of Newburgh Heights. 
​Home Maintenance Grant Program

What is the Home Maintenance Grant Program?
The Council of the Village of Newburgh Heights has enacted the Home Maintenance Grant Program to assist the maintenance of the property values in Newburgh Heights and to assist in providing safe and healthy facilities in the Village. The Home Maintenance Program will help property owners to curb or eliminate the existence of building code violations and may help to stabilize property values in the Village.
 
Starting in 2018, eligible residents may apply for reimbursement funds of the total cost to repairs on the property they own in the Village of Newburgh Heights. Reimbursements will be considered for one (1) qualifying repair per property each year, and up to three (3) repairs per property over a five-year period. Reimbursements are not loans and do not have to be repaid. 
 
The amount of the matching grant shall be not more than 50% of the total actual cost of qualifying improvements, provided the total cost of qualifying improvements is at least five hundred dollars ($500.00).  Grants shall be limited to one thousand dollars ($1,000.00) for a project.  For example;
 
Total Project Cost is $500.00                         
Amount of Reimbursement is $250.00

Total Project Cost is $1000.00                       
Amount of Reimbursement is $500.00

​Total Project Cost Exceeding $2000.00         
Amount of Reimbursement is $1000.00
 
*Repairs performed by property owner is eligible for reimbursement on the cost of materials only.
 
 Who is eligible to apply for the Home Maintenance Grant Program?
Residents who own a property and who reside in the Village of Newburgh Heights are eligible to apply for the Home Maintenance Grant Program. Applicants must be over the age of 55, or a Military Veteran and be an eligible person (corporations, trusts, limited liability companies, partnerships, limited partnerships, organizations, etc. are ineligible).
 
What types of repairs or projects are covered by the Home Maintenance Grant Program?
Exterior Qualifying Improvements.  Exterior qualifying improvements include drive and walk replacement, roof replacement and repair to include rafters and sheeting, siding replacement and repair, brick work replacements and repair, exterior painting of more than 500 square feet, chimney replacement and repair, replacement of windows and exterior doors including garage; repair or replacement of exterior stairs and landing porches, and repair or replacement of exterior soffits; installation, repair or replacement of retaining walls to support earth pressures, whether or not visible from the street; excavation, repair or replacement for exterior dwelling foundation drain tile; waterproofing of below-grade exterior walls; and excavation, repair or replacement for exterior sanitary storm sewers.
 
Exterior landscape improvements must be in the front of the dwelling, or if the dwelling is on a corner lot, the improvement may also be on the sides of the dwelling facing the streets. 
 
Interior Qualifying Improvements.  Interior qualifying improvements are installation or replacement of furnace, with or without air conditioning unit; and installation or replacement of hot water tanks or tankless hot water systems serving the entire dwelling; whole house exterior wall insulation and/or whole house ceiling insulation; main electrical panel replacement; and excavation, repair or replacement for interior dwelling underground building sanitary/storm drainage sewers.
 
Landscape Qualifying Improvements.  Qualifying improvements are installation or replacement of underground irrigation systems; installation of new or replacement trees, bushes, and flower beds; installation or replacement of stone or paver patios or walkways; reseeding or sodding of lawn of more than 600 square feet.
 
All improvements must comply with all applicable state and local codes and regulations, including the Ohio Building Code and Residential Code, and be reviewed and approved by the Building Commissioner.
 
 
How do residents apply for the Home Maintenance Grant Program?
Eligible residents must fill out a Home Maintenance Program Application. Applications are available through the Newburgh Heights Building Department or online at http://newburghheightsohio.weebly.com. Ideally, any projects considered for reimbursement funds should be inspected before the work begins by the Village Inspector. All receipts for the repair or project should be retained. A final inspection and approval by the Building Commissioner of the work performed is required before a reimbursement check will be mailed from the Fiscal Office.

Heritage Home Program
If your home is 50 years old or older, this may be just the program for you! The Heritage Home Program (HHP) offers free home repair and maintenance technical assistance, personalized site visits, and access to as low as 1.4% fixed-interest financing over a 7-10 year term. To schedule a free site visit or to learn more about qualifying for the low-interest loan, contact HHP staff at 426-3116 or HHP@heritagehomeprogram.org.  You can also visit the Program’s website at http://www.heritagehomeprogram.org/ to get more information.
 
Technical Assistance
The Heritage Home Program is available to owners of homes that are 50 years and older.   Specialists working for the Program answer home maintenance and rehab questions and provide an impartial opinion – one that doesn’t include trying to sell a product or service. This advice is absolutely FREE. This component of the Heritage Home Program is what sets it apart from other programs of its kind. Now any homeowner wishing to do work on their older home can have the help and answers they need in order to get the project done properly.  We urge you to take advantage of the following FREE services:
• Site visits to answer home repair, improvement and maintenance questions.
• Advice about increasing energy efficiency.
• Contractor Resources
• Evaluation of contractor bids and estimates.

Loan Interest Loans and Home Escrow Programs
Qualified homeowners also have the option of obtaining a low-interest, fixed-rate Heritage Home Program loan, with rates as low as 1.4% for up to 10 years!  There are no maximum income restrictions.  The owner just needs to have good credit and sufficient equity in the home to support the loan.  There are no points involved with the Heritage Home Program loan and the interest is tax deductible!  Or, home owners may deposit into escrow with the Heritage Home Program funds to cover costs of the projects while receiving the benefits of having an experienced Home Heritage Program representative oversee the construction or repair process. Eligible Projects include:
• Exterior and interior painting
• Kitchen and bath improvements
• Compatible additions
• Roof repair and replacement
• Basement waterproofing
• Window repair
• Masonry repair
• Insulation
• HVAC upgrades
• And much, much more!

The Heritage Home Program loan is available for owners of residential properties of three units or less, regardless of whether the owner resides at the property.
